·         Mr. Liu Liqun from SINOPEC, China has been appointed as the Regional Project Coordinator.  He will assume the post at the CCOP Technical Secretariat in Bangkok, Thailand on 1 September 2005.

PROJECT BACKGROUND

 

The Royal Danish Ministry of Foreign Affairs (MFA), through Danida, has approved USD 1.25 millionfor the implementation of theInstitutional Capacity Building in CCOP Countries, Phase I (ICB-CCOP I) Project. A three-month inception phase has been initiated recently, following the signing of the project implementation agreementbetween the Coordinating Committee for Geoscience Programmes in East and Southeast Asia (CCOP) and the Royal Danish Embassy in Bangkok.

 

The long-term objective of the project is to strengthen the capacity of the public authorities within the CCOP Member Countries to assess their countries’ hydrocarbon potentials. The project, besides enhancing the geological understanding and knowledge on the hydrocarbon potentials of the region, will contribute to promoting regional understanding and cooperation that can serve as tools for prevention diplomacy, and the information outputs of the project on cross-border hydrocarbon resource potentials can contribute to joint regional economic development and integration. A potential increase in the public share of the obtained revenue can have a great impact on the socio-economic development of the region, and thus contribute to the reduction of poverty.

 

The project will have durationof three years, involving cross-border case study activities in Vietnam, China, Indonesia, Malaysia and the Philippines. Scientists from all CCOP Member Countries will be invited to participate in regional project workshops and training courses. The project will also involve a pool of Danish and regional experts, as well as management and coordination support from the CCOP Technical Secretariat.

 

The immediate objectives of the project, among others, are:

1)       To promote regional cooperation in enhancing and integrating the existing knowledge of the petroleum systems in the region, and thus, contribute to a sustainable development of the available resources.

2)       To enhance the research and/or exploration capabilities of the geoscientists of the various governmental upstream petroleum agencies of the CCOP Member Countries.

3)       To introduce the local geoscientists to available modern techniques and technologies applied for the exploration and/or exploitation of hydrocarbons.

4)       To disseminate the knowledge captured and thus facilitate the implementation of similar projects in other petroleum areas of Member Countries.

5)       To contribute to the efforts of the CCOP Member Countries to: promote the hydrocarbon potential of the geological basins in the region; encourage joint exploration and development that can contribute to integrated regional economic development; and attract investment from the Oil and Gas Industry.
